Promotion Active

Make as many exchanges as you can to build a strong member base. Keep content active and make useful replyable content and those who did the exchange may stay. That's how I made a best friend through an exchange and he helps me with all the forums and stuff I'm doing.
 
As Fluffy said, make loads of Exchanges. (Maybe an Active or an Active.)

Having good staff works too.

Backlinks are one of the best way to promote your forum, by posting on other forums , with your signature pointing to your url.

You have to read the rules though , as many promoting forums will not let you advertise your url if you have the same niche they have.

Also , promote your forum on other promoting forums (like mentionned earlier) and try to stay active on the forums you promote on. It's alot of work but keep at it and you will see results.
