I think he could do it, seeing how he has managed to make Arsenal the second-best team in the Premier League competing with Man City and almost winning the Premier League twice, maybe one of these years he will achieve it, we must also remember that he has also managed to get Arsenal into the Champions League after quite some time.
Arteta can't ever win the Premier league for Arsenal. He has come second three consecutive times. No team have ever placed second that much consecutive times without winning it. And his squad would not peak for ten years, mind you.
